The Ministry of Economy of Ukraine invites to participate in the International Forum “Technical Regulation in Ukraine: ACAA on the Way from Harmonization to Integration”.
The Forum is organised at the initiative of Technical Regulation Department of the Ministry of Economy of Ukraine and within the support of the ReACT4UA international cooperation programme (“Application and implementation of the EU-Ukraine Association Agreement in the field of trade”), funded by the German government and implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and the TIPSTER Project of the Foundation for Support of Reforms in Ukraine.

Development of technical regulation system is one of the main requirements for a country’s integration into the global economic space and for increasing the competitiveness of its economy. The level of development of technical regulation system is a qualitative indicator of a country’s economic readiness for market integration and innovation.
Free movement of goods is a foundation for creation and functioning of a single European market. The existence of technical barriers in international trade creates obstacles both for domestic products entering European and international markets and for Ukrainian consumers accessing foreign goods.
Ensuring the proper and effective functioning of Ukraine’s technical regulation system guarantees the safety and high quality of products and services, and as a result plays a vital role in business and trade, both nationally and internationally.
One of the mechanisms for overcoming technical barriers to trade is mutual recognition of conformity assessment results. The purpose of the future ACAA Agreement is to open access for Ukrainian industrial products to the EU market on the basis of mutual recognition of conformity assessment results for industrial products in the first three priority sectors (low-voltage electrical equipment, electromagnetic compatibility of equipment, machinery) specified in Annex III to the Association Agreement.
The process of preparation for conclusion of the ACAA Agreement has become the main driving force for bringing Ukraine’s quality infrastructure into full compliance with European requirements. Therefore, the main objective of the Forum is to raise awareness among stakeholders about the role and importance of technical regulation on the way to Ukraine’s European integration, the current state of Ukraine’s technical regulation system in the context of preparations for EU accession, the use of technical regulation tools to improve the quality of services and the competitiveness of domestic production, and key international and European decisions and initiatives.
The following representatives are invited to participate in the Forum:
- central executive authorities that perform technical regulation functions in the relevant areas of activity;
- state-owned enterprises, institutions, organisations operating in the field of technical regulation, standardisation, metrology and metrological activities,
- manufacturers and businesses interested in the production and export of industrial products in Ukraine,
- other stakeholders.
